Why do you want 4000K? Incandescent/halogen are 2700k/3000k, and sunlight is 5000k. 4000k is flourescent, and I don't think anyone wants lighting to look like that. Also, only the absolute cheapest LEDs have noticeable flicker. Decent ones have big enough capacitors to make it un-noticable.
