Can be a cultural idiomatic thing. For me (BrEng) "I'm sorry but..." doesn't explicitly mean "I regret/apologise for what I'm about to say" - in fact it's an intensifier.


It can definitely be used that way in American English as well, though maybe less common?


Yeah I am with you on this one, for me, it worsens the statement even more. Maybe because I've heard people use it in a way to be passive-aggressive.
