This gets brought up every so often, much to my chagrin. If you asked 10 people what qualifies a good driver, you will get 10 different answers.

Does it mean they have a good safety record?

Does it mean they are skilled at controlling the car?

Does it mean they can navigate traffic efficiently?

Does it mean they communicate with other drivers well enough to not negatively affect traffic?

Does it mean they have good reactions times?

What combination and weighting to you provide the above questions and what questions haven't even been asked?

Of course people respond that they are above average or good drivers since everyone is using a separate metric to define a good driver.
